Neighbor James Morgan has done additional investigative work to find out the following:
–The name of the cafe may be Maison de Croque Monsieur.
–The owners are from the Petite Abielle group.
–They intend to keep the antique signage on the building, which is great.

A state Supreme Court judge has lifted a temporary order blocking the city from rolling out its bedeviled 14th Street busway pilot. Justice Eileen Rakoff ruled that the city’s Department of Transportation (DOT) complied with state law that mandates the agency study the impact of banning private cars on the surrounding residential streets.

After reviewing documents from the city and the coalition of Manhattan residents petitioning the busway, Rankoff lifted the temporary restraining order that blocked the pilot’s July launch on Tuesday. DOT spokesperson Alana Morales says the agency is beginning work “immediately” and will launch the busway on Monday, August 12.

Transit advocates who have long called for the pilot program, which was originally timed to launch with work on the L train’s Canarsie Tunnel, praised the ruling as a “huge victory.”

“When riders organize, the whole city wins,” says Danny Pearlstein with the Riders Alliance. “The 14th Street busway will provide faster and more reliable bus trips, saving precious time for tens of thousands of people who badly need it.”

Others charge that the ruling sets a key precedent for other streets where residents seek to use the courts to “circumvent the democratic process in order to preserve the car-dominant status quo”— such as Central Park West where members of an Upper West Side condo board are suing to block a bike lane, says Marco Conner, the deputy director of Transportation Alternatives.

Please be advised that curbside composting began on October 6, 2024. The program is mandatory and requires buildings to separate food and yard waste from other trash and recycling items. However, there is a grace period until April 2025 to allow buildings to implement the proper procedures and get everything in order.

• We have ordered one bin for each building and have ordered a second for each building in anticipation of participation.
• Residents are required to bring their food waste materials down and place them in the composting bin. The bins are on the second floor of 14^th Street and in the garbage area in the back of the lobby on 13^th Street. They are in place and ready for use.
• Acceptable materials for the composting bin include all food scraps, bones, dairy, prepared/cooked foods, and food-soiled paper (napkins, paper plates, coffee filters).
• Recycling and trash procedures remain unchanged.

Please see the attached DSNY flyer detailing acceptable materials for the composting bin. Additional guidance and recommendations include:

• Drain liquids before placing food scraps in the composting bin.
• Store composting materials in a plastic bag, brown paper bag, yogurt tub, or a designated organics container. Empty the scraps into the composting bin in the basement.
• To prevent odors, store scraps in the freezer if you cannot bring them down immediately.
• Newspapers, paper bags and certified compostable bags are acceptable in the composting bin. Plastic bags may be thrown in the bin as the DSNY has a method for removing them. Hard plastic, metal, and glass are not permitted.

As a reminder, plastic, cardboard, metal, and glass should be recycled separately and not placed in the composting bin. Regular trash items including Styrofoam, pet waste, or diapers must not be thrown into the composting bin.

Next week (October 31 to November 4), Contractors will finish excavating and loading out material. Concrete foundation walls and slab on grade work will conclude as well as underground electrical and plumbing work. DOT approved street connections to underground utilities on Fifth Avenue will progress. Superstructure work will continue at cellar, 1st, and 2nd floor levels.

The following week (November 7 to November 11), we will continue superstructure concrete and slabs. Street utility connection work will continue. A sidewalk shed will be erected around the perimeter of the site, subject to DOB approval, to protect pedestrians from superstructure work.

This weekend the site will be open on Saturday, October 29 for foundation and superstructure related activities between the work hours of 9AM and 5PM as permitted by the City. To control noise levels within the site, work activities will be limited to the placement of formwork, plumbing and electrical work, waterproofing and rebar for concrete placement and use of the crane and equipment to support all activities. We may pour a section of slab on grade concrete on Saturday. There will be no rock excavation or rock chopping.
